The Secretary of Housing shall retain the title to those lands which he may determine, upon consultation with the pertinent public agencies, that there is a public interest superior to that of disposing of these lands according to this chapter; Provided, That when it is not contemplated to begin the works in the near future, and the date they are to begin exceeds a period of ten (10) years, the Secretary may grant the title deed in favor of the families that have built their dwellings on the lots affected by a determination of superior public interest.
