In those cases in which an occupant is not interested in purchasing the lot on which his dwelling is located, for the price determined in the table of values of § 759 of this title, the Secretary of Housing may lease said lot to the occupant family which shall pay a monthly rent equal to the legal interest of the basic appraisal value of the lot, prorated on a monthly basis; Provided, That after a period of five (5) years from the leasing of the lot, the family may purchase it at the appraisal value of the property prevailing in the market at the time it is purchased.
