If there are lots devoted to uses other than housing, the selling price shall be determined on the basis of their market value.In cases of commercial lots, residuary lots, and public purpose lots, the rent and sale shall be processed pursuant to the criteria of §§ 241 et seq. of Title 28. In those cases in which the lots are used by non-profit organizations, the Department of Housing shall proceed pursuant to Joint Resolution No. 603 of September 16, 1996.
