The Department of Housing, in coordination with the Farmers Home Administration, shall provide the subsidy authorized herein for those cases which, at the time the mortgage deeds are granted, said federal agency lacks the funds to finance the mortgages that make the granting of the subsidy possible under § 502 of the Federal Housing Act.
