When-title deed has been granted to all of the project’s residents, all areas and utilities destined for public use such as parks, recreational facilities, streets, sidewalks and pluvial and electrical energy systems, if not previously transferred to some agency, department, office or public corporation of the Government of Puerto Rico, shall be transferred to the municipality where the project is located, it consent to it.
