The Puerto Rico Housing Authority and the Housing Authorities of the Capital, Mayaguez and Ponce are hereby empowered to advance to families eligible for loans secured by the Federal Housing Administration under §§ 220 and 221 of the Federal Housing Act, or for acquiring and financing dwellings by virtue of any government mutual or self-aid house construction program, the amount for the preliminary or procedure expenses required for said loan; Provided, That said advances shall be made as a loan to be paid in a term of ten (10) years and shall be subject to any other condition that the Authority may consider reasonable.
