In the operation or management of housing projects the Urban Renewal and Housing Corporation of Puerto Rico shall at all times comply with the following duties with respect to rentals and tenant selection:(a) It may rent or lease its dwelling accommodations only to persons of low income and at rentals within the financial reach of such persons of low income.(b) It may rent or lease to a tenant a dwelling with a number of rooms not exceeding the number deemed by it necessary to provide safe and sanitary housing accommodations to the would-be occupants thereof, without overcrowding.(c) The maximum limits of income for admission or continuous occupancy as well as the lease rental shall be fixed by the Corporation, taking into account:(1) The number of members of the family, condition, age, physical impediments and such other factors as may be pertinent to the capacity of said family to pay the lease rental.(2) Such economic factors as may be relevant to the economic stability and solvency of the project.Nothing contained in this or the preceding section shall be construed as limiting the power of an authority to vest in an obligee the right, in the event of nonperformance by the

vency of the project.Nothing contained in this or the preceding section shall be construed as limiting the power of an authority to vest in an obligee the right, in the event of nonperformance by the Corporation, to take possession of a housing project or cause a receiver to be appointed therefor, free from all the restrictions imposed by this or the preceding section.
