All rights in and to houses, workmen’s settlements, lots, and urban settlements now belonging to the Homestead Division of the Department of Labor and Human Resources of Puerto Rico, created by Act No. 250, approved May 15, 1938, are hereby transferred to the Puerto Rico Housing Authority, created by §§ 31—38, 39—45, 46—55 of this title.
