The validation authorized by § 61a of this title shall be effective notwithstanding any lack of statutory authority or any administrative lache or faulty proceeding; Provided, That such validation shall not be construed as applying to any act of misapplication of funds or of misfeasance, whether or not related to the public purposes, of the entities mentioned in §§ 61a and 61b of this title or of any person associated therewith.
