The Puerto Rico Housing Authority is hereby authorized to acquire lands by purchase, condemnation, or otherwise and to develop and construct thereon housing projects provided with a minimum of public services, to accommodate the families which year after year bring an increase in the slums of the Commonwealth; Provided, That the Authority may acquire the lands necessary therefor.
