The housing developments for which funds are hereby appropriated shall be planned and developed with minimum facilities subject to the approval of the Planning Board, including streets, sidewalks, public fountains for water supply, electric lighting and sanitary toilet rooms, providing lots with sufficient space for the enlargement of the buildings which may be constructed thereon.
