Any person interested in buying and building a prefabricated house of wood, concrete, steel, plastic or any other material that may be used to build a low-cost house must apply, before purchasing the same, for a building permit from the Regulations and Permits Administration of the Commonwealth of Puerto Rico. The Administration shall take action on said application within a period of time not to exceed thirty (30) days after the same has been filed.
