Pursuant to the provisions of § 873 of this title, the Administration must consider the following aspects, among others:(a) The place where the housing unit shall be built and type of existing buildings, so that said unit will not alter the aesthetics of the place;(b) condition and characteristics of the land;(c) accessibility;(d) water, light and/or sewer facilities, and(e) that the design of the building and the materials to be used comply with the requirements a permanent building must have for the safety of its inhabitants.
