The Department of Consumer Affairs, after carrying out all legal proceedings and consulting the Regulations and Permits Administration, is hereby empowered to adopt, through regulations, all those provisions that are relevant and necessary with regard to the sale, distribution and construction of prefabricated houses made of wood, concrete, metal, plastic or any other material that may be used to build a low-cost house, taking the following matters into consideration:(a) Approval of bid of sale papers;(b) quality of the materials provided;(c) quantitative specifications of the materials deemed necessary to build the unit, and(d) terms and conditions of the construction in cases where the seller himself is going to perform the construction work.
