The Public Service Commission is hereby empowered to regulate, after public hearings are held and the legal formalities are completed, the requirements, conditions and rates that will prevail for the transportation of prefabricated houses to be delivered to their purchasers. The authentic rates must be published in an intelligible form and a copy thereof must be delivered to the buyer by the seller.
