The subsidy authorized by this chapter shall not be available for any dwelling unless the project in which it is located, or the dwelling itself, has been constructed within the parameters established by the Department of Housing and the purchase price cannot exceed the limit established from time to time by the Secretary of Housing. The existing housing projects shall be approved by the Department of Housing and the limitations of the purchase price mentioned above shall apply.
