The Administrator shall organize the programs, services, utilities, divisions and dependencies that are hereby transferred to the Administration, and any others that may be transferred in the future, in such a way that the services are not affected and the goals of this chapter for purposes of this restructuring are met.\nHistory —Sept. 30, 1995, No. 211, § 9.
