The Administrator shall adopt those rules and regulations that are needed for the implementation of this chapter and for the operation of the Administration and of the programs transferred hereby. Said regulations shall not take effect until they are approved by the Secretary. Such regulations, except for the Administration’s internal operating standards, shall be subject to the provisions of §§ 2101 et seq. of Title 3, as amended, known as 'Uniform Administrative Procedures Act of the Commonwealth of Puerto Rico'.\nHistory —Sept. 30, 1995, No. 211, § 10.
