The PRHFA shall establish regulations as are pertinent and necessary to implement the provisions of this chapter. Said regulatory process shall be exempt from the provisions of §§ 2101 et seq. of Title 3.\nThe Executive Director shall render an annual report to the Governor and the Legislative Assembly on all efforts made in relation to this chapter.
