It shall be the duty of the Puerto Rico Housing Authority and of the Secretary of Health to denounce to the Board the existence of circumstances which in their judgment justifies a declaration of 'slum district', in accordance with the provisions of §§ 131—142 of this title; and the Puerto Rico Housing Authority and the Secretary of Health are also authorized hereby to apply to the Board for declarations of slum districts in such cases.
