The sum of twenty-five thousand dollars ($25,000), or such part thereof as may be necessary, is hereby appropriated from any funds in the Commonwealth Treasury not otherwise appropriated, to be expended in the policing of the public lands adjacent to the urban zones of the principal cities of Puerto Rico, including the Island of Vieques, which are mostly affected by slum construction, at the discretion of the Secretary of Public Works.
