The Secretary of Transportation and Public Works is hereby authorized to appoint the necessary number of watchmen to maintain the required vigilance over said lands, with a view to preventing the construction of squatters’ houses thereon; Provided, That the said watchmen may file charges in the competent court for the commission of a public offense in connection with the construction of squatters’ houses on the said lands or for any other offense connected therewith; Provided, further, That the Secretary of Transportation and Public Works shall be authorized to assign other work to the said watchmen in connection with the said lands, additional to the work hereinabove specified.
