The Intersectoral Council is hereby authorized to receive and administer funds proceeding from legislative allotments, whether from the federal or the Commonwealth Government, fund transfers from government agencies or dependencies, and donations of any kind. Commonwealth agencies that are members of the Intersectoral Council, and any others which may contribute to the fulfillment of its endeavors, are hereby empowered to make use of their own resources for such purpose to the extent they may deem convenient and timely.
