For the purposes of this chapter, the following terms or phrases shall have the meaning set forth hereinbelow:(a) Agency. — Means any department, bureau, office, board, committee, authority or instrumentality of the Commonwealth of Puerto Rico, excluding municipalities and public corporations.(b) Nonprofit entity. — Means any partnership, association, organization, corporation, foundation, institution, company or group of lay or sectarian persons, constituted and organized in accordance with the laws of the Commonwealth of Puerto Rico, that is dedicated substantially or fully to the direct rendering of educational, charitable, health or social welfare, recreational, cultural or service programs or activities to instill ethical, spiritual and human values and principles in the citizenry, which functions and operates as a nonprofit organization.(c) Structures, buildings, facilities, or operation and service centers. — Means every area or space, with or without structures, where a nonprofit entity conducts its programs, activities, services or duties and administrative work, destined for warehousing or for lodging of officials or personnel.
