All charges, fees or payments received by the Office of the Election Comptroller, as provided in this chapter, shall be covered into the Special Fund of the Office of the Election Comptroller. Likewise, anonymous contributions in excess of the limit established shall be covered into the Special Fund of the Office of the Election Comptroller.
