A joint responsibility system with citizen participation to finance the expenditures of political party campaigns and candidates for Governor and of independent candidates for Governor is hereby established with the creation of a Special Fund for Election Campaign Financing. Said Fund shall be nourished by private and public resources. This fund shall require that the parties, as well as the candidates who opt to avail themselves of this financing system, do so fully.
