The Special Fund shall be nourished from the General Fund, thus, any available amounts necessary for the operation, administration, and financing of the Special Fund for Campaign Expenditures shall be appropriated thereto; from contributions received by political parties and their candidates for Governor, and independent candidates for Governor; interest generated by the resources of the Fund and money collected from civil penalties under this chapter; and anonymous contributions in excess of the established limit.
