Even though parties, candidates, aspirants, or their committees can raise money for this Fund in preceding dates, the resources of the Fund shall be available for political parties and candidates to the office of Governor after July 1st of the year in which the general election is to be held. From said date, the Secretary of the Treasury shall make any corresponding disbursements from the Special Fund, not later than the fifth (5) business day after having submitted the request for funds along with the necessary documents for the processing thereof.
