Any fine imposed on those parties and candidates for Governor that benefit from the Special Fund for Campaign Expenditures or the alternative matching fund system, which has not been paid before July 1 st of the year in which the general election is to be held, shall be deducted by the Secretary of the Treasury from the funds available in the Special Fund for Campaign Expenditures.
