Every party or independent candidate for Governor that draws against the Special Fund for Campaign Expenditures shall keep a full and detailed accounting of every expenditure made and charged to said Fund and include, as an attachment to the statement of contributions and expenditures required under § 627 of this title, an expense itemization including the dates thereof, the full name and address of the person in whose favor payment was made, as well as the purpose of such payment. The Secretary of the Treasury shall not authorize any disbursement chargeable to the Election Fund until the provisions of this section are complied with.
