Political parties, aspirants, candidates, campaign committees, authorized committees, and political action committees shall have the same access and opportunity to obtain the utility services provided by the agencies of the Government of the Commonwealth of Puerto Rico. No political party, aspirant, candidate, campaign committee, authorized committee, or political action committee may request or accept special privileges from the agencies of the Government of the Commonwealth of Puerto Rico. No agency of the Government of the Commonwealth of Puerto Rico may grant special privileges to a political party, aspirant, candidate, campaign committee, authorized committee, or political action committee.
