Every committee shall have a treasurer. No political action or authorized committee shall receive contributions or donations or make expenditures while the office of treasurer is vacant. No committee shall make expenditures without the authorization of its treasurer or authorized agent. In case that the office of treasurer remains vacant, the committee shall notify the Election Comptroller within five (5) days after the vacancy occurs. When a committee appoints a treasurer to fill the vacancy, the committee shall notify the Election Comptroller about the information required with respect to the treasurer in the statement of organization of the committee within five (5) business days after the appointment.
