Collection reports duly filed and pending expenditure assessments that are in process prior to the effective date of this act and pertaining to candidates for the office of Governor and political parties shall be transferred to the Office of the Election Comptroller so that a final determination may be issued in accordance with the provisions of the applicable laws at the time of the filing of such requests. However, in case that a recommendation is benefited under the procedural provisions of this chapter, which would have otherwise resulted in a claim should the provisions of previous laws have been applied, the Office of the Election Comptroller shall then act on such recommendation pursuant to the provisions of this chapter or the regulation adopted thereunder.
