Any party drawing against the Election Fund for Administrative Expenses shall keep a full and detailed accounting of every expenditure made and charged to such Fund and include, as an attachment to the statement of contributions and expenditures required under § 627 of this title, an itemization of expenses including the dates thereof, full name and address of the person to whom the payment was made, as well as the purpose of such payment. The Secretary of the Treasury shall not authorize any disbursement chargeable to the Election Fund until the provisions of this section are complied with.
