Within one hundred eighty (180) days counted as of the effective date of this act, the Office of the Election Comptroller, through the Board of Election Comptrollers, shall adopt regulations as are necessary to carry out the task entrusted thereto under this chapter and, ninety (90) days after that period has elapsed, it shall submit a report to the Governor and the Legislative Assembly of Puerto Rico enclosed with a copy of the regulations adopted and the work performed during such period. While the new regulations are adopted, the Regulations of the Office of the Election Comptroller that are in effect as of the approval of this act shall remain in effect insofar as they are not inconsistent with this chapter, until the Board of Election Comptrollers adopts regulations to replace them.
