The persons designated to the electoral bodies, at all stages of the electoral process, to exercise the functions related to local elections may perform the additional function of representing the presidential candidate. When this situation arises, a dual function shall be undertaken. This responsibility may fall upon and include the Office of the Electoral Commissioner and the members of the Poll Board. When a member of any of the government bodies is unable to perform said dual function, the presidential official shall designate a person to represent the candidate in the pertinent body.
