Every person designated as a presidential elector for the election of the President and Vice President of the United States of America shall be a qualified voter of Puerto Rico pursuant to the Electoral Law.Neither the members of the Congress of the United States of America nor the officials or employees of the federal government may be designated as electors for a presidential candidate.
