The Commonwealth Elections Commission shall establish the appropriate norms and measures for the general canvassing of the presidential ballots to be completed before the date the Electoral College is convened, for the electors of the states, the District of Columbia, and Puerto Rico to vote for the candidates running for the offices of President and Vice President of the United States of America.Upon the conclusion of the general canvassing of the presidential ballots, the Chairperson of the Commonwealth Elections Commission shall issue a certificate of the election results to the President of the United States, the President of the Senate and the Speaker of the House of Representatives of the United States, the Governor of Puerto Rico, and the President of the Senate and the Speaker of the House of Representatives of Puerto Rico. In said certificate, the name of the presidential and vice presidential candidates whose presidential electors have received the greatest number of votes shall be stated. The Chairperson of the Commonwealth Elections Commission shall issue a certificate of election to each presidential elector who has been elected, certificate which he/she shall present
