The Commonwealth Elections Commission shall prepare an information and orientation campaign for Puerto Rican voters with respect to the contents of the proposals regarding the Unicameral System and the Bicameral System for the Legislature which are being submitted to vote, the manner in which the ballot shall be marked to consign the vote therein, and to urge the voters to register and participate in the process, using all the communications media and public broadcasting techniques within its reach.
