Voters who, as provided in Act No. 4 of December 20, 1977, shall be entitled to absentee vote shall file their application to vote in writing and under oath not less than thirty (30) days in advance of the date of the Referendum. For the purpose of adjudicating the absentee votes received, a term of not less than thirty (30) days as of the date the Commission sends the ballots to the voters shall be granted.
