The Commonwealth Elections Commission shall adopt regulations, at least ninety (90) days before the Referendum, which shall include the rules for holding said Referendum, to be adopted pursuant to the Puerto Rico Electoral Act. Any amendments to these regulations shall be made by a majority of votes in the Commission.
