The Commission shall determine the time for the delivery of the voter lists and of the closing of the lists. The date of the last closing of the Electoral Register shall never be more than fifty (50) days prior to the holding of the Referendum. The Commission shall provide the measures and remedies to guarantee the right to vote of any voter who is unduly excluded from the Electoral Register for reasons not attributable to him/her.
