The President of the Commonwealth Elections Commission shall send a certification of the returns of the Referendum to the Governor of the Commonwealth of Puerto Rico and to the Secretary of State not later than forty-eight (48) hours after the end of the general canvassing. The Secretary of State shall publish said certification within forty-eight (48) hours as of its remittance in at least two (2) newspapers of general circulation in Puerto Rico.
