A drawing, to be administered by the Commonwealth Election Commission to determine the order in which the options of the second question shall appear, shall be conducted not before the first of May nor later than the twentieth of May 2012. Such draw shall be conducted in the presence of the representatives of each one of the status options, if, as of said time, they have been certified as provided in this chapter.
