The Election Code and the regulations approved by virtue thereof shall be deemed to be supplemental to this chapter and its provisions shall apply to all procedures related to the holding of this plebiscite, except when they are incompatible with the provisions established herein. The Commonwealth Election Commission is hereby empowered to adopt any necessary regulations or resolutions to comply with the purposes of this chapter fairly and effectively.
