The State Election Commission shall conduct an information and orientation campaign for duly qualified voters with respect to the contents of the proposed amendment being submitted to vote, the manner in which the ballot shall be marked to consign the vote therein, and to urge voters to register and participate in the process, using all the communications media and public broadcasting techniques within its reach. Said campaign shall begin not less than sixty (60) days before the holding of the Referendum. As part of its information and orientation phase, this campaign shall reproduce in the media the complete text of the proposed amendment to the Constitution. The State Election Commission shall also publish, at least once, in all newspapers of general circulation, the complete text of the proposed amendment as determined and agreed on by the Sixteenth Legislative Assembly through Senate Concurrent Resolution No. 35.
