The State Election Commission shall determine the time for the delivery of voter lists and for the closing thereof. The date the Electoral Register shall ultimately close shall never be more than fifty (50) days prior to the date the Referendum is held. The State Election Commission shall provide measures and remedies to guarantee the right to vote of any voter who is unduly excluded from the Electoral Register for reasons not attributable to him/her.
