Any savings generated by the reduction of legislative seats shall not revert to the budget of operating expenses of the Legislative Assembly, but rather be destined for the benefit of the People of Puerto Rico. Specifically, these savings shall be used to defray educational and health services for needy and indigent youth, and for the payment of wages and labor obligations of members of the Puerto Rico Police, as provided in Senate Concurrent Resolution No. 35.
