Every person qualified to vote in the general election in Puerto Rico pursuant to the Electoral Act shall be entitled to vote in the presidential primaries of the national party of his choice, held pursuant to this chapter. Every elector who wishes to exercise the electoral right provided in this chapter shall do so in the congressional district and precinct in which he is registered.
