When, for any reason, the Chairman of the Commonwealth Elections Commission has to attend to any other electoral affair provided by law, or for any other justified reason is prevented from discharging, in whole or in part, the duties and obligations conferred upon him by this chapter, the person designated by the simple majority of the central directing body of the affiliated political party in question, or in its defect, the person designated by the corresponding body of the national party in question for this purpose, shall substitute for him in said duties. Provided, That the procedures, requirements, rules and provisions of this chapter shall be fulfilled at all times.
